The Himachal Pradesh Cabinet meeting held on 03 March 2023 made several crucial decisions that will benefit both the citizens and government employees in the state. Here’s an overview of the top 8 decisions taken by the Cabinet:

1: Old Pension Scheme to Benefit 1.36 Lakh Employees

The Cabinet has decided to implement the Old Pension Scheme (OPS) for 1.36 lakh employees and future government employees, and those under the New Pension Scheme (NPS) who retired after May 15, 2003, will also be given OPS from a prospective date.

The government and employee contributions to NPS will stop, and the government will spend an additional Rs. 1000 crore on the implementation of OPS.

The Cabinet has also passed a resolution to request the Union Government to return an amount of Rs. 8000 crore under the NPS to the state.

2: 780 ASHA Workers to be Engaged under NHM

The Cabinet has decided to engage 780 Accredited Social Health Activist (ASHA) workers on an incentive basis under the National Health Mission (NHM) to provide affordable and reliable healthcare at the community level.

It has also approved guidelines for the engagement of ASHA facilitators under the Community Process Programme in NHM.

3: DBT to Replace Free School Uniforms for 1st to 8th Class Students

Instead of providing free school uniforms, the Cabinet has decided to transfer Rs. 600 per student to all girls, Schedule Caste (SC), Schedule Tribe (ST), and Below Poverty Line (BPL) boys of classes 1 to 8 through Direct Benefit Transfer (DBT).

The amount will be transferred in the name of the student or mother and will benefit about 3.70 lakh students in the state.

4: Toll Barriers to be Leased Out through Auction-Cum Tender Process

The state cabinet has approved the leasing out of toll barriers under the Himachal Pradesh Tolls Act, 1975 through an auction-cum-tender process for the year 2023-24.

This decision is expected to generate revenue for the state government, which can be utilized for various developmental projects.

5: Rationalization of Engineering Staff of Forest Department

The Cabinet has approved the rationalization of engineering staff of the Forest Department, and the services of 26 engineering staff will be absorbed into various departments, such as the Public Works Department, Jal Shakti Vibhag, HP State Industrial Development Corporation, HP State Electricity Board, and HP Power Corporation Ltd.

6: Excised Civil Areas to be Merged with Adjoining Gram Panchayats

The Cabinet has approved the merger of excised civil areas from the limits of Yol Khas Cantonment Board with the adjoining Gram Panchayats Rakkar, Baghni, Tangorti Khas, and Narwana Khas.

7: Repealing of Himachal Pradesh Loktantra Prahari Samman Adhiniyam and Niyam

The cabinet has approved the repealing of two acts, Himachal Pradesh Loktantra Prahari Samman Adhiniyam, 2021, and Himachal Pradesh Loktantra Prahari Samman Niyam, 2022.

These acts were introduced by the previous government and were aimed at providing financial assistance to people who were imprisoned during the Emergency period from 1975 to 1977.

8: Appointment of Assistant Professor in Shri Lal Bahadur Shastri Government Medical College

The cabinet has given approval to fill up one post of Assistant Professor in the Community Medicine Department of Shri Lal Bahadur Shastri Government Medical College in Ner Chowk, Mandi.

This decision is expected to improve the medical facilities available in the area and benefit the local population.
